| Sažetak: | The Public procurement in Ecuador has suffered changes in their regulations and applicability when buying goods and services; in the contrast to the previous law, the new regulation takes topics of consulting and it allows that micro, small and medium industries could take part as suppliers of the State having preferential participation in relation with the big companies. The study of the process of public procurement of goods and services, and its contribution to the improvement of the administrative management. Practical case: “Coordinación General Administrativa Financiera de la Secretaría General de la Presidencia de la República (2013-2014)”, is presented as a brief analysis of the relevancy with legislation in force that applies to the purchase of goods and services considering the particular nature of the institution. Similarly, analysing the management practices in internal recruitment processes, which is important for the efficient management inside the institution to give value to the same one, identifies the actors involved inside the process and analyses the relevance. Then, there is checked the execution of the annual recruitment plans in 2013 and 2014, it also identifies the entail to the fulfillment of the institutional objectives, therefore it’s how the relation between the process of public procurement and the administrative is established. Finally, it develops an offer of internal administrative procedures effective to guide public procurement processes of the institution. |
