Riassunto:The objective of this study was to find out how educational institutions face the drug consumption of their students, students' drug consumption is increasing in schools, a situation that puts at risk the integral development of young people and those around them. For this, we seek to know the procedures and mechanisms used by educational institutions to prevent or promote the health of their students in situations that involve the use of drugs. Education or Exclusion is the question that we try to clear and at the same time determine with this study. For this purpose we chose a mixed fiscal educational institution of the Metropolitan District of Quito to talk with adolescent students between 12 to 17 years old, dialogue with the authorities of the institution, with teaching, administrative and service personnel to conceptualize the implicit or explicit forms in which the meanings that they attribute to drugs appear, the perceptions that the institution has about consumer students, the practices of exclusion and / or inclusion among other plots that we analyze in this research based on the qualitative method of participant action research, which in its development allowed us to identify some elements as the lack of depth in the knowledge of the drug issue by the staff of the institution, the exclusionary and punitive practices with drug users supported by the law, education regulations and other normative instruments such as protocols, fear and insecurity of the teaching staff to promote reforms to these laws, despite being aware that its application is detrimental to consumer students, an environment of repression and coercion with students, weak interinstitutional articulation between the Ministry of Education, Ministry of Health and other institutions involved in the development of comprehensive health people who do not always have problems of drug use, the handling by music of homogeneus groups of grugs users and other skills, make it possible to affirm that the practices of educational institutions are oriented towards a policy of exclusion and marginalization of students linked to the problem.
