Ամփոփում:The University, being independent has a different conception in fulfilling public policy and higher education institutions contribute to the achievement of public policy within a margin of discretion set by the powers granted under current regulations. Hence it becomes necessary to analyze the relationship between autonomy and public policy. This research analyzes the relationship. While on one hand the policy of free higher education is enshrined in the Constitution as a right that must be guaranteed by the State, the laws and institutions of higher education (IES) provision, the autonomous nature of the IES could be affecting the full implementation of that gratuity, or even the introduction of free could be the source of some financial constraints for IES. Therefore it is important to know how these two concepts interact in practice, ie in the implementation of public policy.
