Summary:The present work analyzes the global role of the South American hydrocarbon exporting countries, during the period 2005-2015, through the postulates of the System-World Theory and previous debates. Taking into consideration the historically peripheral role of regional producers, the main actions of bilateral and multilateral alliances in hydrocarbons are evaluated, which, at the time, were intended to promote a change in the strategic role of these countries. However, after the analysis based on the World-System Theory, it is evident that these alliances mostly failed and the countries maintained their condition of dependency. Therefore, if South America wants to have a strategic role in the international hydrocarbons market, it should see regional alliances not as an end, but as a means; where public-private projects are promoted and technological integration is encouraged to develop the energy industry in the region.
