Streszczenie:The objective of this work is to analyze how the international agreements signed by Ecuador have allowed the insertion of qualified Venezuelan migrants in the public universities of Quito (Ecuador), emphasizing the compliance, or not, of the signed agreements during the 2010-2020 decade. This work is based on the management of documentary sources and the collection of data through interviews with the protagonists of said educational agreements. To achieve the proposed objectives, liberal theory has been assumed as a study approach, starting from a body of concepts and categories of analysis that allow a greater approach to the issue addressed, assuming as an inquiry question How do international conventions affect insertion of qualified Venezuelan professionals in the Ecuadorian university environment? In summary, this research seeks to provide elements for the analysis of current migration processes in South America, considering one of its most significant aspects within the development perspectives in the region: professional migration. Therefore, it is considered significant to analyze to what extent the international agreements that involve the performance of Ecuador have concretely allowed the insertion of qualified Venezuelan migrants in the capital's university fields and, by extension, in the rest of the country, allowing to contribute elements for expand the discussion of the new studies on migration in the Human Mobility research line of the Center for International Relations of the Institute for Higher National Studies (IAEN).
