Shrnutí:This article analyses the integration and nexus of public policies for the promotion of agriculture and water management in Tungurahua-Ecuador. This analysis is important because some specialized sectors manage public issues, such as interdependence space and tools, and identify, control and achieve desired outcomes. Results of nexus and type of failures resulted during the implementation of the three pillars of the public policy of water management and the agricultural production in Tungurahua are also analyzed. Nexus is the main concept used for the analysis. It is studied to understand how stakeholder mobilization uses the four types of government tools (nodality, authority, treasure, organization) and to recognize how this mobilization reproduces failures during the implementation. The thirteen types identified by McConnell are used in this analysis. The methodology has a qualitative approach. Data collection and analysis include official documents and structured interviews with open and close question. Eight people related to the implementation were interviewed. Finally, the analysis is focused on the review of the three public policy documents. There are three major findings: 1) policies should be designed including combined policy tools carefully chosen for creating interactions between them and answering particularities of the sector, 2) full range of instruments should be considered to establish the right combination of them, and 3) advisory committees and popular consultations should be used to manage governance challenges.
