Resumo:This article analyzes the impact of the participation of the Armed Forces in disaster risk management in Ecuador, starting from the earthquake of April 16, 2016. The collaboration of military units to date has been limited to supporting other state entities causing military aid to not be efficient and effective. In this context, the problem that was identified is the need to evaluate and improve the intervention of the Armed Forces in cooperation with other State institutions in disaster risk management. The objective of the study was to evaluate the participation of the Ecuadorian Armed Forces in risk management since the 2016 earthquake, to generate proposals that optimize their coordination and intervention. Among the main findings, it stands out that the Armed Forces have played a crucial role in caring for the population affected by a disaster of natural or anthropic origin, due to their organization and use of their capabilities, which were evident in the mobilization and operations of support executed in the 2016 earthquake. Since then, its participation has been constant, supporting prevention, mitigation, response and recovery tasks in coordination with other institutions. The study reveals that military intervention has been fundamental to meet the needs of the affected population, but also points out the need to improve inter-institutional coordination, for which alternatives are proposed that optimize their participation.
