Sumari: | The present research purpose to analyze as the institutional change of the National Police and the Armed Forces of Ecuador has transformed, from 2008 until 2014, the relations between these two institutions from the perspective of Integral Security. In this sense, a conceptual framework is presented that does a reference to the relations between the police and military institutions faced with civil society and also concludes establishing the elements of relationship between Police and Armed Forces. Then, it reflects from a split of the political and regulatory context about modernization and restructuring processes – both of them established for National Police and Armed Forces. Subsequently, that is analyzes from an integral approach of integral security, just to understand not only the dynamical cooperatives but also the likely elements of conflicts which would arise in the integral operations from the incorporations of the Armed Forces in issues of internal security. As final considerations, it presents an approach that aims to discuss if the National Planning of the Integral Security determinates relations of cooperation or conflict between the Armed Forces and National Police, beyond their own institutional changes. |
