Se parte de considerar que las diferentes versiones del Proyecto Educativo que han antecedido a la nueva propuesta, adolecen de la continuidad y definición concreta de las categorías que lo conforman y de los elementos básicos para su operacionalización práctica durante el proceso de gestión, de igual modo, no han favorecido la concreción de un plan de desarrollo integral que supere y traspase las fronteras de las posturas académicas individuales de los gestores institucionales.
