| Summary: | The reduction of the budget due to the COVID 2020 pandemic resulted in effects in different areas worldwide, particularly focusing on higher education, it is considered that it affected, among other aspects, quality, access to education, reduction of teachers, reduction of scholarships, crisis associated with the economic situation, employment and income of families in both rural and urban areas. Thus, the present investigation is gestated with the idea of analyzing the impact of the cut in the university budget during the COVID19 pandemic and its relationship with the desertion of university students and the right to education in Imbabura. The use of the qualitative method, as well as the normative and synthetic analytical method, was pertinent to publicize the situation of the subject investigated in relation to the right to higher education and within the relevant results it can be highlighted. The results obtained were through interviews and regulatory analysis, achieving the legal and social foundations and arguments about the university budget cut during the COVID 19 pandemic in Imbabura and its impact on the right to education. Regarding the incidence of the right to education, according to the research subjects, more than 63% have indicated that it was violated, but nevertheless it was an appropriate, timely and necessary measure. As well as to identify if the emanated Decrees affected the budget cut for university education during the pandemic in 2021 and 2022\; for which it was sought to contrast with the analysis of the regulations issued in this period\; This information has clearly fit with the line of research of the PUCE, which mentions inequities, exclusions, inequalities and human rights. |
