| Resumo: | This titling work aims to generate an innovative proposal within the San Pedro de Huaca Municipal Autonomous Decentralized Government, Carchi province, which has human talent management tools that have measuredly served as guidance and support in institutional management. However, it is necessary to update and complement these tools so that they respond to the current management needs of the entity, contributing to the efficiency and effectiveness of human talent, in a scenario where the optimization of resources represents the point of agreement between the increasing institutional duties and budget constraints. As there are observations issued by the General Comptroller of the State Provincial Directorate of Carchi, who carried out the special examination of the processes of recruitment, selection and incorporation of servers and workers to the institution for the period between January 2, 2018 to June 30 of 2020. With this background, it is proposed to analyze the human talent management processes of the Municipal Autonomous Decentralized Government of San Pedro de Huaca to align them according to the mission and institutional vision and correct the observations made by the Comptroller General of the State. |
