Shrnutí:Bolivia and Ecuador introduced in their constitutions, at the beginning of the XXI century, have planned a plurinational estate as one of constituent elements, what it incorporated some principles and values come from ancient cultures, who live in than territory. Some principles are, for example: the sumak kawsay / qamaña values, rights of nature, community democracy. However, the institutional architecture keeps a presidential system, which presents the essential elements that were, in the original design since the XVIII century, which are de same that were include by the new Latin American republics in the XIX century. This article intents analyze these elements to prove the inconsistence in relation to the plurinational estate. It shows the need for think a new institutional design for Executive Power, for which a is presented a first basic structure.
