description Bolivia and Ecuador introduced in their constitutions, at the beginning of the XXI century, have planned a plurinational estate as one of constituent elements, what it incorporated some principles and values come from ancient cultures, who live in than territory. Some principles are, for example: the sumak kawsay / qamaña values, rights of nature, community democracy. However, the institutional architecture keeps a presidential system, which presents the essential elements that were, in the original design since the XVIII century, which are de same that were include by the new Latin American republics in the XIX century. This article intents analyze these elements to prove the inconsistence in relation to the plurinational estate. It shows the need for think a new institutional design for Executive Power, for which a is presented a first basic structure.

It shows the need for think a new institutional design for Executive Power, for which a is presented a first basic structure.Bolivia y Ecuador, por medio de las constituciones adoptadas en inicios del siglo XXI han planteado al Estado Plurinacional como uno de sus elementos constitutivos, lo que se ha traducido en la incorporación de principios y valores provenientes de las culturas ancestrales; entre estos principios aparecen, por ejemplo, el sumak kawsay / qamaña, el reconocimiento de derechos a la biósfera o la democracia comunitaria. Pese a ello, su arquitectura institucional mantiene un sistema presidencialista que presenta los elementos esenciales presentes en su diseño original del siglo XVIII, los mismo que fueron adoptadas por las nuevas repúblicas latinoamericanas en el siglo XIX. El presente trabajo pretende analizar estos elementos a efecto de demostrar su inconsistencia respecto al estado plurinacional.
