Con base en una lectura de corte hermenéutico, alejada de la simplificación bipolar y fundada en las nociones gadamerianas de horizonte, formación y diálogo, se destaca la centralidad de la escucha como base para la construcción de sociedades genuinamente democráticas.Este artigo apresenta uma visão geral sobre as mudanças na relação entre comunicação, tecnologia e política no século XXI. Ele propõe uma reflexão sobre os desafios introduzidos pelo advento de um meio como a Internet, que permite a interação e a visibilidade dos movimentos contra-hegemônicos, práticas e discursos.
