Luego, en el intento de construir una respuesta a la interrogante de por qué unos países producen drogas ilegales y otros no, Thoumi cuestiona las cuatro razones (pobreza, desigualdad, crisis económicas y corrupción) que comunmente se utilizan para explicar este fenómeno y señala que en muchas ocasiones estas variables son detonantes más que causas. En la parte final, el autor expone las características sociales e institucionales de los países que propician las destrezas necesarias para llevar a cabo actividades ilegales, y argumenta que su solución requiere cambios estructurales en la sociedad.
