The absence of a domestic agenda of productive transformations is posited as one of the main factors that obstruct Andean countries from both making the most of the opportunities afforded by the agreement and responding to its requirements. In order to take full advantage of the agreement, the author proposes a debate based on technical and political criteria rather than on ideological views.
