The author analyzes the variables that have determined international aid, from its origins in 1948 to the present. These variables are identified in three dimensions: donors interests, the bureaucratic dynamics of aid organizations, and the development ideas and theories dominating in each period. The article concludes with the presentation of a new interpretative framework for international development assistance which explains its character and change from a paradigm centered in capital formation to one emphasizing human and sustainable development. |
