Summary:This article aims at a new and alternative perspective of international development assistance, and its influence over aid receiving countries. The author analyzes the variables that have determined international aid, from its origins in 1948 to the present. These variables are identified in three dimensions: donors interests, the bureaucratic dynamics of aid organizations, and the development ideas and theories dominating in each period. The article concludes with the presentation of a new interpretative framework for international development assistance which explains its character and change from a paradigm centered in capital formation to one emphasizing human and sustainable development.
