Para ello, el autor analiza las variables internacionales que han determinado la trayectoria y el cambio de la misma, desde sus inicios en 1948 hasta el presente. Estas variables tendrían que ver con los intereses de los donantes, la dinámica organizacional de las agencias canalizadoras de la asistencia, y las ideas y teorías que sobre el desarrollo internacional han predominado en cada momento.
