De manera particular, se debe contemplar que la caída del Muro de Berlín significó la imposición rigurosa del liberalismo económico y, a su vez, que los atentados del 11 de septiembre de 2001 implican la imposición de una ideología guiada por la lucha antiterrorista. Todo esto influye en labor de la Cancillería con relación a la cooperación internacional, organismos bilaterales y multilaterales.
