Summary:This article studies the impact of Plan Colombia on Ecuador. The author makes a case for a  national position geared towards containing a military spillover of the Colombian conflict, the protection of the fundamental rights and well being of the population living along the Ecuador-Colombia border, the control and monitoring of the ecological damages that could result from military aspects of the Plan, and the revision of the Manta Accord between the U.S. and Ecuador in order to prevent the use of Ecuadorian territory in any military operation related to Colombia's internal conflict.
