Resumo:The use of New Information and Communication Technologies (ICT) for integrated management in the City Council of Quito was stated in the Equinoccio Siglo XXI plan as one of its goals to the year 2025. Nonetheless, in 2006, almost at the beginning of the plan, the state of the situation showed that the municipal organization departed from an automation phase and barely achieved a minimal optimization, particularly regarded to geospatial information. This is demonstrated through this study, which is heuristic, and was applied by interviewing subjects from three operative units, whose opinions were categorized into barriers and promoters to achieve an integrated geospatial information management. Just as theory determined, obstacles for integrated management reside in human factors. Particularly, these factors involve culture, fear, willingness, archaisms, demotivation, non-participation, no strategy, and red-tape procedures.
