Other times, the State relinguishes this aspect, resulting in neoliberalism, and the return of the authoritarian state in higher education occurs. In the lastest moment, we find the mythical conception of doctoral PhD, as part of techno-populist form of power. Also we displayed the situation of doctoral PhD at the Central University of Ecuador and its contribution to improving the quality of research, teaching, and participation in nacional development |

Resaltamos algunas decisiones de la legislación internacional, especialmente sobre el posgrado y su influencia en la legislación nacional. Descubrimos la posición del Estado en sus distintos momentos de frente a la educación superior: En un momento como Estado que interviene en la economía y en lo social, aunque en la educación superior con mucha precaución; en otro momento como Estado desertor, producto del neoliberalismo; y actualmente, se produce el retorno del Estado autoritario en la educación superior. En este último momento, encontramos la concepción mítica del doctorado PhD, como parte del discurso tecno-populista desde el poder.
