Sobre las instituciones de vanguardia que posee sus enunciados en concordancia con el movimiento neo constitucional que dejado sus huellas en casi todas las constituciones de Latinoamérica existe una atta dosis de incredulidad en un amplio sector de opinión política y académica reacios todavía en enoontrar la anhelada transformación de los ,fundamentos en los que se asienta nuestro estado de derecho. Uno de esos pilares que recoge la novedosa carga neo constitucional de la carta magna tiene que ver con el tema de la pluriculturalidad y el pluralismo jurídico, principios sobre los cuales se construye la justicia ordinaria e indígena como dos fuentes de derecho complementarias, independientes y jerárquicamente homogéneas.
