After introducing the theoretical framework, the document discusses the elements that limit the efficacy of institutional design: informal institutions, complexity of the social system, transaction cost politics and institutional capture. From a methodological perspective, the document shows the current limits of game theory and econometrics as tools for the definition of concrete institutional designs. Nevertheless, 1t emphasizes that development-related studies should combine discursive visions with quantitative tools, in line with the approach advanced by the analytic narratives. The document argues that the failure of institutional reforms in Ecuador is due to the fact that institutional design has focused exclusively on the formal elements of the political system, without taking into consideration other relevant elements of the social structure. |

Los estudios recientes en la ciencia política y en la nueva economía institucional otorgan al sistema político una relevancia central en la discusión relativa al desarrollo económico. En esta visión, el diseño institucional surge como una de las principales y más efectivas políticas de desarrollo. Luego de introducir el marco teórico, este documento discute los elementos que limitan la eficacia del diseño institucional: instituciones informales, complejidad del sistema social, política de costos de transacción y captura institucional. Desde una perspectiva metodológica, el documento muestra las limitaciones actuales de la teoría de juegos y de la econometría como herramientas para la definición de diseños institucionales concretos. Pese a ello, enfatiza que los estudios relativos al diseño institucional deben combinar visiones discursivas con herramientas cuantitativas, en la línea propuesta por las narrativas analíticas. Concluye que el estado actual del conocimiento respecto al diseño institucional es insuficiente para garantizar la implementación de arreglos institucionales que conduzcan a un óptimo social dentro de estructuras socio-políticas dominadas por el ámbito informal, como es el caso de Ecuador. Por ello, se debe actuar con prudencia al momento de promover e implementar reformas a las instituciones políticas.
