| description | The results of the balance of public finances in Ecuador, throughout its history, have been characterized by the accumulation of permanent fiscal deficits, which supposes a latent risk to fiscal sustainability. Under this problem, the objective of the research is to analyze the response of the primary results to changes in the stock of debt, through a reaction function, taking into account all the control variables specific to the Ecuadorian case. Additionally, the sustainability of public debt is evaluated in the long term, seeking to verify the hypothesis that the Ecuadorian Government adjusts its primary surplus, in response to changes in indebtedness; this would show that it would be complying with its intertemporal budget restriction. The main results obtained show an explosive behavior of public debt that causes fiscal fatigue, which endangers fiscal consolidation. Likewise, it was found that the fiscal policy during the aforementioned period, complies with the assumptions of the budget constraint, however, was weakly sustainable, corroborating in part, the results of the fiscal response function. These results highlight the need for a restructuring of flows and stocks in public finances. |

These results highlight the need for a restructuring of flows and stocks in public finances.Los resultados de balance de las finanzas públicas en el Ecuador, a lo largo de su historia, se han caracterizado por la acumulación de déficits fiscales permanentes, lo que supone un riesgo latente a la sostenibilidad fiscal. Bajo dicha problemática, la investigación tiene como objetivo analizar la respuesta de los resultados primarios ante cambios en el stock de deuda, a través de una función de reacción, tomando en cuenta en conjunto de variables de control específicas para el caso ecuatoriano. Adicionalmente, se evalúa la sostenibilidad de la deuda pública en el largo plazo, buscando verificar la hipótesis de que el Gobierno ecuatoriano ajusta su superávit primario, en respuesta a los cambios de endeudamiento; con ello se demostraría que estaría cumpliendo con su restricción presupuestaria intertemporal. Los principales resultados, muestran un comportamiento explosivo del endeudamiento público que ocasiona fatiga fiscal, lo que pone en peligro la consolidación. También, se encontró que la política fiscal durante el periodo señalado, cumple con los supuestos de la restricción presupuestaria, sin embargo, fue débilmente sostenible, corroborando en parte, los resultados de la función de reacción fiscal.
