Zusammenfassung:After the 70"s decade, many of less developed countries began the implementation of the economic and political reforms, included restructuring process and domestic markets liberalization many of them focus in telecommunications sector. The implementation of this public policy, in the practice was very difficult, because the technological characteristics, the demand of the service and the special treatment as public service. For that, many countries even now, continue the discussion how introduce competition and private investment in an industry that was born primarily with public funds. The aim of the present paper is evaluate in a simple way, the several keys ideas used in the different restructuring programs and regulatory reforms implemented in the Latin-American telecommunications sector in the period 1989 a 1998..
