Résumé:The research addresses the study of the literature on knowledge management using the case of Ibero-America as a frame of reference. Unlike the Iberian Peninsula where innovation is moderate, in Latin America the creation of new technologies is usually occasional, the product of low innovative activity. It is hypothesized that the low level of technological development in Latin America is mainly due to two obstacles: 1) technological dependence and 2) technical scientific lag.In particular, it is intended to investigate a strategy that encourages the innovative process in Latin America. For this purpose, it starts from the theoretical current of the entrepreneurial State that proposes to contemplate the State as the agent that promotes and stimulates technological development through direct and indirect intervention (Mazzucato, 2014).
