For this purpose, it starts from the theoretical current of the entrepreneurial State that proposes to contemplate the State as the agent that promotes and stimulates technological development through direct and indirect intervention (Mazzucato, 2014). |

A diferencia de la península ibérica donde la innovación es moderada, en Latinoamérica la creación de nuevas tecnologías suele ser ocasional, producto de una baja actividad innovadora. Se plantea la hipótesis de que el reducido nivel de desarrollo tecnológico de América Latina se debe principalmente a dos obstáculos: 1) la dependencia tecnológica y 2) el rezago científico técnico. En particular, se pretende indagar en una estrategia que incentive el proceso innovativo en Iberoamérica.
