Adicionar Tag | Resumo: | Over the last decade, the Mexican federal government has published several planning instruments promoting land-use planning and regional development. Various administrative agencies participate in developing these instruments, which suggest a fragmented and disarticulated management. This article examines whether the National Strategy for National Strategy for Spatial Planning (ENOT) 2020-2040, the current operating instrument, restores the steering role in territorial governance to the national State. After a review of the normative tools contained in the Official Journal of the Federation, the findings suggest that the ENOT favours governance based on essential projects. The Mayan Train, the Development Programme for the Isthmus of Tehuantepec, and the Free Zone Programme for the Northern and Southern Borders suggest that another model of territorial governance has emerged in Mexico. |
