The path to citizen participation: Local Habitat Councils in Greater Buenos Aires, Argentina

The Law for Just Access to Habitat in the Province of Buenos Aires (Argentina), passed in 2012, opened new democratic and institutional horizons for formalizing citizen participation due to the creation of new spaces and mechanisms. This article analyses the changes and challenges brought about by the implementation of Local Habitat Councils (LHC) promoted by this legislation in two municipalities of Greater Buenos Aires (Florencio Varela and Tigre). Semi-structured interviews with public officials and social actors suggest that participatory mechanisms in housing policy represent an opportunity to include neighbourhood organizations and leaders in decision-making. However, this is not yet fully consolidated; LHCs in these municipalities have followed divergent trajectories due to different levels of participation and organization on the part of local actors, working dynamics, sustainability, and local characteristics in each territory.
