| description | This article examines current challenges and opportunities for integrated, sustainable, and participatory management of water resources in the upper Rio Negro basin (Uruguay) from a democratic governance perspective. For that purpose, the article adopts a qualitative methodology using techniques such as participant observation and workshops to raise awareness about the importance of this issue among key actors and decision-makers from the basin. In a context of severe global and local dilemmas regarding the democratic performance related to natural resources management, the paper reflects critical issues regarding the integrated and participatory management of water resources and proposes possible solutions. In this regard, the “local key” of the global proposal of the Sustainable Development Goals (SDGs) and the Agenda 2030 is especially significant, inasmuch necessarily entails a multilevel approach that includes the territorial dimension of this basin. |

Este artículo busca conocer los desafíos y oportunidades de la gestión integrada, sostenible y participativa de los recursos hídricos de la cuenca alta del río Negro, en Uruguay, desde una perspectiva de gobernanza democrática. Para ello, se acude a una metodología cualitativa que incluye observación participante y talleres de sensibilización a actores clave y tomadores de decisión sobre dicha cuenca. En un contexto de fuertes dilemas globales y locales respecto al desempeño democrático frente al manejo de los recursos naturales, se recogen los asuntos y nudos críticos de la gestión integrada y participativa de los recursos hídricos, así como los posibles abordajes de soluciones. Es significativa la propuesta de “clave local” contemplada por los Objetivos de Desarrollo Sostenible (ODS) y la Agenda 2030, ya que conlleva al abordaje multinivel de la dimensión territorial de dicha cuenca.
