Primera, el desarrollo local es una estrategia política de cambio. No estamos hablando de un nuevo paradigma o de una metodología, ni tampoco de un marco de análisis académico, por el contrario su verdadera potencialidad esta en lo planteado anteriormente. Por ello, estamos hablando de un instrumento mucho más socio-político que “técnico” en el sentido más estricto. Segunda: dado lo anterior y la experiencia en America Latina es necesario dar la discusión en el campo del debate territorializacion de las políticas vs políticas territorializadas. Aquí hay dos puntos a considerar, por una parte su incidencia en todo el ciclo de políticas públicas locales (puesta en agenda, diseño, formulación, implementación, evaluación y monitoreo); por otra, el cambio por lo que significa sostener la soberanía del territorio en las estrategias de articulación de las mismas.
