La Iniciativa para los Países Pobres Muy Endeudados. Una perspectiva de su incidencia en la economía boliviana

Este artículo analiza la denominada Iniciativa para los Países Pobres Muy Endeudados (PPME) o Heavily Indebted Poor Countries (HIPC), por sus siglas en español y en inglés respectivamente, uno de los programas de mayor importancia e incidencia en cuanto a ajuste estructural de duda soberana. En este sentido se aborda, en la primera parte, el objetivo fundamental de la Iniciativa y las condiciones que determinado país debe cumplir para obtener el alivio de su deuda. La segunda parte se circunscribe a examinar el particular proceso que desarrolló Bolivia para obtener el alivio de su deuda a través de la iniciativa. El estudio del caso boliviano permite confrontar el resultado obtenido, frente a las condiciones que debió cumplir este país para recibir de los acreedores multilaterales un alivio que le permitió gozar de una carga de deuda en niveles sostenibles.This article analyzes the so-called Initiative for Heavily Indebted and Very Poor Countries ("HIPC" using their acronyms in English) one of the most important programs with the greatest impact on the strudural adjustment of foreign debt. In this way, the first part discusses the fundamental goal of the Initiative and the conditions that a specific country should meet to obtain debt relief. The second part is limited to the specific process developed in Bolivia to get debt relief through the Initiative. The study of the Bolivian case allows comparing the result obtained when facing the conditions this country had to meet to get relief from multilateral lenders and that allow it to enjoy debt load at sustainable levels.
