Garantías en los estados de emergencia

Las causas por las cuales se puede decretar el estado de emergencia han variado en el tiempo según las circunstancias de cada época y de cada país. Dichas situaciones de emergencia pueden obedecer a causas naturales o humanas. Pueden producirse por fenómenos físicos o climatológicos, por conmociones interiores, ataques exteriores, o incluso por desequilibrios económicos o sociales sectoriales o generales. Y, para hacer frente a estos estados excepcionales, el derecho internacional ha delimitado una serie de principios que deben ser respetados por los gobiernos locales.The reasons that may lead a government to decree a state of emergency have varied along time, accordingly to the circumstances of each country and each period. Emergency situations may derive from natural or human causes. They may be provoked by a physical or weather phenomenon, by internal commotion, by exterior attacks, or by economic, social, sectorial or general imbalances. International law has established principles that must be respected by local governments in order to confront these exceptional measures.
