After developing the theoretical discussion on the relationship between regional integration and security, I evaluate how Mercosur and Unasur proceed in the construction of a macro-regime of regional security. This analysis brings us to maintain that the region is not yet on the way to constructing a security community. However, the creation of the Unasur Security Council suggests possible progress in cooperation on strategic matters, opening the way to a new moment in South American regionalism. |
