However, the rates of homicides, femicides, and murders of journalists reached alarming levels. The objective of this study is to investigate the causes and consequences of crime in Mexico focusing on this strategy, analyzing its impact on the reduction of violence, citizen perception of security, and the social reintegration of criminals. A mixed methodology was used, combining a hermeneutic analysis of official texts and descriptive statistics of serious crimes, collected from sources such as INEGI, SESNSP, and NGOs such as Article 19. The results show that the strategy did not reduce crime, with intentional homicide rates remaining high. feminicides and murders of journalists, and the perception of insecurity. In addition, social reintegration programs were insufficient due to a lack of resources and comprehensive approaches. As conclusion, the hugs, not bullets strategy had little effect due to problems such as poverty, marginalization and corruption.

La política de abrazos, no balazos, promovida por el expresidente Andrés Manuel López Obrador (2018-2024), intentó abordar las raíces de la violencia con un enfoque más social y menos represivo. Sin embargo, los índices de homicidios, feminicidios y asesinatos de periodistas alcanzaron niveles alarmantes. El objetivo de este estudio es investigar las causas y consecuencias de los delitos en México enfocándose en esa estrategia, analizando su impacto en la reducción de la violencia, la percepción ciudadana de seguridad y la reintegración social de criminales. Se empleó una metodología mixta, combinando un análisis hermenéutico de textos oficiales y estadísticas descriptivas de delitos graves, recopilados de fuentes como INEGI, SESNSP y ONG como Article 19. Los resultados muestran que la estrategia no redujo la delincuencia, manteniéndose altos los índices de homicidios dolosos, feminicidios y asesinatos de periodistas, y la percepción de inseguridad. Además, los programas de reinserción social fueron insuficientes por falta de recursos y enfoques integrales.
