Resumo:The “Comparative Study cell phones’ Imports in Ecuador during the period 2009-2014” aims to determine the effectiveness of resolution No. 67 (COMEX) implementation. A two-period comparison (2009-2011 vs. 2012-2014) will be performed. The analysis will cover results on: regulations, commercial-productive and economics issues. The regulatory effects will be assessed taking into account: tariff, non-tariff matters, ecological restrictive part, technical restrictions and productive matrix. The commercial effects will be reviewed, evaluating the position and development of each of the involved actors and the influence of the producer countries on the law. The impacted players are: telephone companies, cell phone importers and end consumers. The influence of producer countries refers to the study of manufacturing results among foreign cell producers vs. local products development (Ecuadorians). Finally, the economic effects will be analyzed, revising the import amounts, the reduction of duties, fees and taxes; customs faults as a result of the COMEX regulation and its final impact on the trade balance. It is important to consider that this work will support future research and provide valuable information at the time of proposing a similar policy.
