Subsequently, in March 1999, a "banking holiday" happened, that froze bank deposits, affecting the financial and economic activity of the country and deepened the problem of insolvency in the financial system, resulting in dollarization of the country in January 2000, as a means of departure for monetary stabilization. |

La fragilidad del sistema financiero ecuatoriano se evidenció en el salvataje de Filanbanco en noviembre de 1998, lo que repercutió en el tipo de cambio, la depreciación del sucre y la fuga de capitales al exterior; agravando la liquidez del sistema financiero, cuya consecuencia fue el cierre de algunos bancos, entre ellos El Progreso, considerado el segundo banco del país por el tamaño de sus activos y una de las instituciones más rentables.
