סיכום:This article intends to contextualize from a theoretical perspective, the application of the Multilevel Governance framework as a methodology for multidimensional analysis of the process of generating public policies. A theoretical panorama is presented, through the analysis of the concept of Governance and its relations with the concepts of government, governance and state capacity. The methodology used is documentary and descriptive, because it has identified elements and mutual relations in the terms Governance and Multilevel Governance, as well as the execution of public policy in the ‘House for All Mission’ Program, aimed at reduction of the housing deficit, which is being implemented in Ecuador with the theoretical dimensions of Multilevel Governance. As a result, the relational and deployment vision of Multilevel Governance is presented within the execution of the government policy in the aforementioned Program from its formulation to the present date of execution.
