The objective was to collect data forfuture design of a standard methodology that uses information and communication technologies (ICT), and that can be adaptable to every application. Based on a theoretical background, we first specified a model representing the life cycle of every public participation process. In a second stage, we designed a support environment by using the Rational Unified Process (RUP), which enabled the public participation model to be automated. The model has two tools: the first one intended for public participation experts (developed with Visual Studio .Net), and the second one targeted to the general public (using PHP language web environment). Finally, the integration of the two applications, as well as their operating capacity, were evaluated through functional and non-functional tests, and through pilot testing with the participation of students and university faculty. The evaluations produced favorable results demonstrating the applicability of the application.

The evaluations produced favorable results demonstrating the applicability of the application.Esta contribución sintetiza un análisis realizado a la aplicación de un proceso de participación pública por medio de un prototipo informático en un experimento realizado con estudiantes y docentes de la Universidad Laica Eloy Alfaro de Manabí, con el propósito de obtener datos para el futuro diseño de un método estándar adaptable a cualquier dominio de aplicación incorporando a las Tecnologías de Información y Comunicación “TIC’s”. En primer lugar, con una base teórica, se hace uso de un modelo de proceso que representa elciclo de vida de un proceso de participación pública. En segundo lugar se diseña el prototipo de soporte, utilizando la metodología de desarrollo Rational Unified Process “RUP”, que permite la automatización del modelo, el cual consta de dos herramientas: una orientada al usuario experto en participación pública desarrollada en Visual Studio .Net; y una segunda orientada al participante o ciudadano en general creada para un entorno web en lenguaje PHP.
