Summary:The objective of this research was to create and implement a software system for human resource management at the Decentralized Autonomous Government office in the Municipality of Bolívar. During the execution of the study, we observed the limitations associated with human resource information management at the city hall in Bolívar. Through surveys addressed to internal and external customers, we found inconsistencies in the human resource management process. For this reason, we found it necessary to implement a software system to improve the existing administrative procedures. We proposed a software system using the Rapid Application Development methodology to integrate personnel information in a centralized data base, which registers information in an organized manner for easy access and resource optimization. Our conclusion was that with organized and planned work, it is possible to create a reliable software system for managing human resources at all Ecuadorian city halls.
