Résumé:General Villamil Playas is a coastal municipality in the Guayas Province. Its economy is mainly based on the fishing sector, which has been an ancient activity, in contrast to tourism, which is relatively new in the area. Due to this reason, some governmental and private institutions have introduced training programs for service providers. The objective of this study was to create guidelines for the articulated design of new training programs based on previous experiences from past trainings at the same location. We used interviews and surveys as research instruments for the acquisition of information from diverse social actors, who became key informers in this study. Our results showed that the existing training programs have not yet been articulated within a single main program. It is for this reason that repetition and omission of certain key issues related to tourism was found to be highly frequent. We concluded that it is necessary to create guidelines for the development of new training programs, whose design should be based on the collection of strategic information about the priorities in the community
