Durante este período, Cuenca se vio afectada por transformaciones económicas, sociales, urbanísticas y culturales, siendo notable la apertura comercial hacia Europa y la consecuente circulación de ideas. La Acción Católica encaminó la organización obrera en función de su propio ideario, en contraposición a los conceptos liberales y a la presencia creciente de la ideología socialista.
