Such determination should be based, at least in theory, a technical study and the result of an intelligent planning, designed to satisfy the most possible public needs with the available resources. In that sense, public procurement has a double connotation: permanent governance mechanism which the effect of generate a budgetary expenditure; and a tool for achieving the aims of fiscal policy of the State. Under any view, public procurement should be not only sustainable but also responsible. The responsibility standards are guiding the development of this paper. |

The responsibility standards are guiding the development of this paper.El Presupuesto General del Estado que fuera tradicionalmente promulgado en Ecuador a través de ley antes del año 2008, hoy es apenas un “instrumento” cuya naturaleza jurídica es de compleja determinación, que sirve para la planificación de ingresos y gastos del Estado. Tal determinación debería ser, al menos en sede teórica, producto de un estudio técnico y resultado de una planificación inteligente, orientada a satisfacer la mayor cantidad de necesidades públicas posibles, con el recurso efectivamente disponible. En ese sentido, la compra pública tiene una doble connotación: la de mecanismo permanente de gestión pública, cuyo efecto es una erogación presupuestaria; y la de herramienta para el cumplimiento de los fines de la política fiscal del Estado. Bajo cualquier visión, la compra pública debe ser no solo sostenible, sino además responsable.
