Summary:This investigation consists in an analysis of the principles of public procurement from the international point of view, related to the participation of bidders on equal footing, regardless of their nationality or origin of its bid, in order to achieve maximum efficiency through the competition. It also analyzes how these principles are reflected in the Ecuadorian case, and examines the trade agreement with the European Union negotiated by the Andean countries. Thus, we conclude that public procurement of Ecuador aims to protectionism, making difficult to participate in international negotiations on this subject and may hinder the participation of Ecuadorian bidders outside its borders.
