Resumo:This article is a first approach to examining the state’s administrative apparatus during the five terms of office of President Velasco-Ibarra. It claims that, throughout these administrations, management of the state was viewed as another sector whereby President Velasco-Ibarra could secure a larger number of supporters. The study blends theoretical arguments with testimonies from first-hand sources that highlight Velasco-Ibarra’s concept of bureaucracy and its ties with government officials, on the basis of which it is possible to examine how the balance of power between the President and civil servants played out.
