Sažetak:The zone comprehended between the south of “Panecillo” and “Centro Comercial El Recreo”, has suffered a radical physical and social change over the past two decades, which has produced a deterioration of this zone that jeopardizes human relationships, typical festivities, etc. The Urban Zoning Plan “Centro- Sur de Quito”, took into account three principal zones where relevant architectural equipments were placed. The Chiriyacu Community Government Center was among those projects and its main objective is to promote human development and to improve the quality of life of this zone is inhabitants through citizen participation. This project aims to experiment a current issue on our country is context that has to do with Ecuador is fifth power of the state: Citizen Participation as a strategical subject for the making of decisions of national interest. This also means to make decisions on smaller scales like social meetings, festivities, etc. This project also an aim to integrate this zone is inhabitants using social, productive and recreative workshops that promote culture and identity. The architectural project is located in El Camal neighborhood, between Gualberto Perez and Alamor avenues. The building is located where the old city is slaughterhouse was located until 1996 now known as “Centro Comercial Chiriyacu”. The project is also an important link with the historical heritage and the recreative- sports axes that were contemplated on the Urban Zoning Plan. The architectural proposal took into account the old slaughterhouse building as a principal landmark of this zone, which it is almost completely preserved and is contrasted with the new buildings, creating an architectural language between the new and old. This project is also articulated around a civic square which main function is to make citizen participation effective.
