Sumari:The Materials Production Unit of the Metropolitan Public Company of Mobility and Public Works produces and distributes materials for road maintenance of the Metropolitan District of Quito. Unfortunately, there are no defined processes to plan, organize, register, direct or control the inherent activities to this, a situation that has been directly observed by the General Controller of the State, by means of a recommendation in which it proposes a complete restructuring; Therefore, it is proposed to develop a Process Management System that allows the standardization of the procedures to be performed, identify structure, determine responsibilities and identify the costs of the production processes, generating the methodology, guidelines and formats to be used. The design and implementation of the Management System is based on the organization of information, which allows full identification of indicators, actors, types of records, costs, procedures functions and responsibilities in the unit. However for its effective development is necessary the approval by the General Manager of the EPMMOP, to whom this research work will be presented; It is important to emphasize that for its effective implementation, it is necessary the labor, technical, logistical, administrative and economic commitment by the authorities of the company as well as the socialization at the enterprise level of the Management System and the commitment to develop a second stage of research, Once these changes were made, once the indicators were analyzed, they showed more fields of action in the Unit.
