The interference of drug trafficking in decision-making or in shaping the policies of a State will be the central axis of the study since they develop institutional problems or undermine their functioning in relation to the illicit interests that the narco seeks to attract. Likewise, it will be important to define the cracks through which drug trafficking permeated the Bolivian State from the production of coca leaf in a framework of legality because of the cultural and historical weight that it has had over the years. Likewise, it is significant to include in the following investigation, the illegal dynamics that fecund of drug trafficking organizations and which lead to the desired policy in a democratic framework is not fulfilled or is weakened according to the illegal processes of the phenomenon under review. Thus, and due to the frequent outbreaks of corruption and how those events have been part of Latin American history, as well as widely transcendental events in the field of drug trafficking, in the present investigation, the influences of this phenomenon in Bolivia and as a From the production of coca leaf, the influence has brought more problems than solutions in a desired democratic establishment. Likewise, Mexican and Colombian examples will serve as support for the analysis and delimitation of the scope of drug trafficking in Latin America |

De manera que es necesario tomar revisión de este fenómeno social y su incursión en la política latinoamericana, sobre todo en gobiernos o sectores estatales involucrados en el ambiente ilícito del narcotráfico. La injerencia del narcotráfico en la toma de decisiones o en el moldeamiento de políticas de un Estado, serán el eje central del estudio puesto que desarrollan problemas institucionales o menoscaban su funcionamiento en relación con los intereses ilícitos que el narco busca atraer. De igual modo, será importante definir las grietas por las cuales el narcotráfico permeó en el Estado boliviano a partir de la producción de hoja de coca en un marco de legalidad por el peso cultural e histórico que ésta ha tenido a lo largo de los años. Así mismo, es significativo incluir en la siguiente investigación, la dinámica ilegal que fecunda de las organizaciones narcotraficantes y las cuales llevan a que la política deseada en un marco democrático no se cumpla o se vea debilitada conforme a los procesos ilegales del fenómeno en revisión. Así y debido a los frecuentes brotes de corrupción y cómo aquellos eventos han formado parte de la historia latinoamericana, al igual que sucesos ampliamente trascendentales en el ámbito del narcotráfico, en la presente investigación, se definirán las influencias de dicho fenómeno en Bolivia y como a partir de la producción de hoja de coca, la influencia ha traído más problemas que soluciones en un establecimiento democrático deseado.
