الملخص: | Due to the state's concern and the pressure of relatives in Ecuador, the involuntary disappearance of people is a theme that has gradually become relevant as far as media coverage is concerned, but for society this is an isolated and treated issue with indifference. In 2013, in an act of solidarity and social responsibility, the President of the Republic, Rafael Correa, becomes the First President to propose public policies to accompany families and on research and procedures with the aim of providing solutions to the phenomenon of disappearance. Thus, the country appears before and after 2013. According to the most recent data presented by the State Attorney General's Office, from 2013 to 2016 there were at least 29,309 cases of persons reported as missing. Regarding the complaints registered since 2013, the National Bureau of Crimes against Life, Violent Deaths, Disappearances, Extortion and Kidnappings, DINASED, maintains that in Ecuador, 94 percent of complaints are voluntary disappearances and 6 percent of cases are due To involuntary disappearances for common crimes or accidents. However, relatives and friends of the disappeared in Ecuador, feel that there are no clear processes, efficient entities, figures and real problems. They assert that the State has become an accomplice and concealer of such disappearances. In this context, the present research aims to solve such concerns as: What happens to the disappeared in Ecuador? When a person is considered missing? What are the processes that the State follows in these cases? What types of missing alerts exist and which are used in the country? Is there any accompaniment? How many cases are there? Likewise, the present research work will consider official sources and actors, as well as the testimonies of families. |
